Am I Eligible for a TOEFL Fee Waiver or a TOEFL Voucher?

Taking the TOEFL is expensive. Not only do you have to pay to take the test ($160 – $250 USD!), but you also might need to spend a bit of money to purchase preparation materials. So, is there any way to reduce the costs of taking the exam? ETS has 2 programs in place; however, they are both pretty specific. Read on to see if you qualify for either of these fee-reduction programs!

TOEFL Fee Waivers

TOEFL fee waivers are designed for high school seniors in the US. The fee reduction is one half of the regular test fee.

Here are the eligibility requirements for TOEFL fee waivers. You must:

  • be a nonnative speaker of English
  • be a senior at a high school in the United States
  • demonstrate financial need (income requirements here)

In addition to meeting all of the requirements above, you must ALSO be:

Practice for your TOEFL exam with Magoosh.
  • a member of a family receiving public assistance;
  • a resident in a federally subsidized public housing project; or
  • enrolled in a program for the economically disadvantaged, such as Upward Bound.

You can receive only one fee reduction voucher in your senior year. If you qualify, you can request a fee reduction here.

And lastly, foreign exchange students are not eligible. So, this program does not help international students who want move to the US to study.

TOEFL Vouchers

ETS also offers a TOEFL Registration Voucher Service. These vouchers are purchased by academic institutions, and given to students so they can take the exam for free. If you’re currently attending a high school or university, you should ask your counselor if your school provides vouchers. 🙂

Even if you’re not eligible for either of these specific programs, you should still ask your counselor about any available scholarships that might help you pay for the TOEFL.

    I’ve been living in the U.S.A. for almost half of my life and I am fluent in English, but I was not born in America, am I still required to take the TOEFL test?

      Hi Ro,

      Each university decides it’s own TOEFL requirements. Some schools may give you a waiver if you graduated high school or college from an English-speaking institution or if you have taken a certain amount of English classes. It all depends on the school and program! My suggestion is to contact some of your target schools or look up information on their website. That will give you the most accurate information about whether or not the TOEFL is required for you 🙂

      Hi Hemen,

      If you are in your senior year of school in the US, you must also meet one of these criteria:
      -a member of a family receiving public assistance;
      -a resident in a federally subsidized public housing project; or
      -enrolled in a program for the economically disadvantaged, such as Upward Bound.

      If you are just here studying for a year, you probably do not qualify for a fee waiver. If you aren’t sure if you qualify, I recommend that you talk to a school counselor to see if they can help you! Good luck 🙂

    Please read it!

    I am an international student applying to US colleges. Most of them are asking me to send them my TOEFL score. And I can not pay for my registration. My parents are living in the countryside of my country and my father works on a farm with paralyzed legs. I am the fourth daughter of my family and all my elder sisters were failed to pass the university entrance exam. The only place they can get admitted was a private college and that was a severe headache to my father. The total college cost of my three sisters was too expensive and he gives up on me. Now I am living with my second-cousin because he has failed to educate me. And now I am asking for your help!! The time will not be so far I may help you too.

    Hi my name is Brighton i live in south Africa and i tried changing the currency of my preferred payment option to South African rands but it just keeps on showing me a 403 error and i tried clearing my browser but it didnt work so i was hoping you could point me to the right direction, and also is using a mobile phone to pay for your test not that good of an option
