TOEFL Scores and Conditional Acceptance

If you are a regular reader of this blog, you may have already seen Rita’s excellent infographic on the TOEFL score admission requirements. This infographic highlights the TOEFL scores you’ll need for full acceptance into America’s top universities.

For students who haven’t been able to get the minimum scores on that chart, I have some good news. Full acceptance isn’t the only kind of acceptance American universities offer. A growing number of U.S. programs now offer conditional acceptance to international students. Conditionally accepted students can enter a U.S. university on the condition that they improve their English after they arrive. Conditionally accepted students usually take special courses in academic English. They are also given a chance to retake the TOEFL after the get to the U.S. Once their English skills have improved, they may then be fully accepted into a degree program.

Not all universities conditionally accept students with low TOEFL scores. Conditional acceptance is most common at smaller public universities. The University of Wisconsin-River Falls, for example, conditionally admits students with TOEFL iBT scores as low as 45. Florida State University doesn’t even require a TOEFL score for conditionally accepted students. Instead, FSU gives conditionally accepted students TOEFL prep courses at their Center for Intensive English Studies. These small-town universities can be very welcoming. The tuition is also cheaper than it would be at top universities.

For those who still prefer a top university, I have more good news. Some top American universities are also starting to conditionally accept students with low TOEFL scores. Boston University conditionally accepts any student that is “able to speak, understand, write, and read simple English sentences.” Conditionally accepted students study English in BU’s Center for English Language and Orientation Programs (CELOP). There, they have a chance to raise their TOEFL score and be fully accepted. The University of San Francisco conditionally accepts students with a TOEFL score as low as 60. These students can start taking classes in their major right away. They study their degree part-time, while also taking academic English courses and re-taking the TOEFL.

More and more international students are applying to American universities. Because of this, more and more universities are offering conditional acceptance. If you are looking to study in America, be sure to look at the TOEFL scores required for both conditional and full acceptance. However, keep in mind that it is still very common for universities not to give conditional acceptance, especially if you are looking at top schools. In that case, you may need to take the test again and raise your TOEFL score through preparation.

    Hi,

    I have been exempted by ETS from taking the Speaking Section of the TOEFL iBT.

    This means that I won’t receive a total score, but instead I will receive only section scores out of 30 on reading, writing and listening.

    In such a case, how should I approach universities, as some universities need a minimum score of 100 on the TOEFL.

      Good question! Don’t worry—schools will treat scores with exempted sections fairly. Often there are sub-section minimums you can follow and forget about the total minimum. Most likely, if the program requirement is 100 and no sub-section minimums are specified, your personal requirement will be 75 (3/4 of the total requirement). That depends on the admissions office, though; you might want to email them to check if you’re unsure!

    Hello,

    I would like to ask your opinion. My score in the TOEFL Ibt was 99 and I need 100 to get in the university that I want to. My speaking score was really bad: 24. I expected to get a little bit more than it at least, and I am really upset with this score. Do you know how the review process of the score is? Do you think I can improve my score? Is there any chance of they give me a lower score? I wonder how my score in the basic two questions were lower than in the other 4.

      Score reviews are a bit expensive and rarely change your score, so I don’t recommend them, personally. You can see the details here: https://www.ets.org/toefl/ibt/scores/scoring/

      Most likely, if the first two questions were your weakness, it’s because of accent/vocabulary/fluency/grammar. The other speaking tasks include your understanding of the source material, so if you understand everything well, you get a pretty high score even if you make some language mistakes. So focus on speaking clearly and correctly. 🙂

    Is it possible to be granted admission if one didn’t meet the school requirement score? I took the IBT on the 19th of DEC 2014 and scored 78 while the school requirement score is 82. Do i still have a chance to be offered admission by the institution?

        Form the University of Central Oklahoma’s web page for conditional acceptance, it looks like you can get conditional admission, even with a TOEFL iBT score of 60 rather than 61. You would need to take some ESL classes as one of the conditions of acceptance though.

        However, if you’re that close to the requirement, some universities may let you in without any conditions, provided the rest of your application materials are strong. You may want to contact UCO Admissions and ask them if they’ll consider fully accepting you instead of requiring you to take ESL classes when you arrive. It’s certainly worth checking!

      Hello Matt,

      That’s an excellent question. As far as I know, there is no comprehensive list of schools that offer conditional acceptance. A list like that would be hard to put together, actually. Conditional acceptance policies are a relatively new trend in American universities, and regulations for conditional acceptance are always changing. Additionally, some universities do not publicly post their conditional acceptance rules. As Lucas said in his comment above, you may need to actually contact a school to know for sure.

      Glad you’re enjoying our TOEFL posts, Alula. 🙂 If you have a score of 533, it sounds like you took the PBT? ETS itself unfortunately doesn’t have any official conversion charts for PBT and iBT equivalent scores. So universities usually look at unofficial third party equivalency scales like this one: http://transint.boun.edu.tr/toefl/belgeler/puanlar.pdf .

      A 533 would likely be seen as equivalent to an iBT score in the high 60s or low 70s. This is definitely not the *highest* possible score, but it’s more than good enough to get you conditionally accepted at most campuses that offer conditional acceptance. And it is potentially good enough to get you into regular degree classes at many schools.

      Well, as I’ve said in this post, you can have a very low TOEFL score and still be conditionally accepted at some schools. For full acceptance, you’ll likely need a minimum of 65 to get into schools that have the lowest full acceptance standards. And you’ll likely need anywhere from between 80 to 100 to get into a top school.

      All of these rules vary a lot though, so be sure to contact any school you’re applying to and check to see what they really require. And also check with schools to see if they treat India as a TOEFL-exempt country. Some universities do!

    Just saw your video on YouTube.

    I have applied to a university that needs an overall toefl score of 86 with no less than 20 component score.I have an overall of 93 but 17 in reading.My overall application is excellent as said by my coordinator at the university with a gpa of 4/4.I am a gold medalist of my university.

    They haven’t discussed with me any problems with my toefl score.
    But I want to ask will I be considered despite a small margin .

      This is a tough yet potentially hopeful situation. I’ve seen universities make exceptions for applicants like yourself. But I’ve also seen some universities that are very strict and don’t allow applicants to bend the rules, even if their applications are quite good. To know for sure, you’ll want to directly contact your university and check. If they haven’t said anything about your Reading score yet, that may or may not be a good sign. It’s better to know for sure. So talk to them and see what they say.

    I want to know about universities which give conditional acceptance based on IELTS score.I have not yet appeared on IELTS,but in practice tests I have scored a band of 6.Can you name US universities that accept IELTS 6 band score.My GRE score is pretty good with 168 on Quantitative.

      Most universities in the US and Canada accept both the IELTS and TOEFL. ETS actually has an official score comparison page to help you convert IELTS to TOEFL. You can view these comparison tools here.

      As you can see, a score of IELTS band 6 is equivalent to a TOEFL range of 60-78. A lot of universities that accept both TOEFL and IELTS will treat a 6 on the IELTS as equivalent to 78. However, because the TOEFL range in TOEFL-to-IELTS conversion is so broad, some schools will do a different conversion than the official ETS one. Also you should know that in general it’s most common for universities to treat 6.5 or 7 as the minimal IELTS score.

      Of course, rules can vary a lot from school to school, especially if you’re eligible for conditional acceptance. Check with the schools you apply to and ask them if your IELTS 6 is acceptable to them.

      I looked at University of Maryland’s admissions and they said:

      “If English isn’t your native language—regardless of your citizenship—you must provide the university with verification of your proficiency in English. Have an official report of your scores from the Test of English as a Foreign Language (TOEFL) or the International English Language Testing System (IELTS) sent directly to the Office of Undergraduate Admissions by the appropriate application date. The Office of Undergraduate Admissions will consider all materials submitted in the application package to determine your level of English proficiency.”

      Since there is no minimum score, it could be okay, but I would encourage you to prepare to retake the TOEFL and push your score up! You want to show yourself as the strongest candidate possible, and if you can improve your TOEFL score, that would help you to do that. 🙂

    I received a conditional admission for the master of arts with specialization in international relation, and the minimum score was 92 in the TOEFL iBT, but unfortunately I got 75 in the test, would it possible to be admitted or not?
    Meanwhile, I got 15 in reading and 13 in listening, How can I improve my skill in these two sections of the test.

      If you’ve already gotten conditional acceptance based on your score of 75, then you may need to take English classes only (no degree classes) until you can either retest at 92+ or demonstrate improved English abilities in other ways. If 92 was the minimum for conditional acceptance and you got a 75, you’ll likely need to retake the TOEFL and reach a 92 before you can get in. But policies can be different at different universities. To know for sure whether you’ll be accepted into a school or program, you’ll want to contact the college you applied to.

      Sorry to hear that your Listening and Reading scores aren’t where they need to be. That sounds frustrating! There are many ways to improve in these two areas, but the best way to improve depends a lot on you. Every student has different learning needs and different strengths and weaknesses. Think carefully about the strengths you can build on and the areas where you need to improve. Then make a plan of action that really works for you.

      Hi Goutham,

      It’s hard to name every specific school that might take you. But in my experience, a score of 61 will get you conditional acceptance into many schools, and might even get you UNconditional acceptance into some schools, especially smaller public universities and certain graduate programs. (Surprisingly, graduate programs sometimes actually have lower TOEFL requirements than undergrad ones!)

      I’ve also written a few posts highlighting conditional acceptance policies at specific universities in specific regions. You can read those posts here, here, and here. I plan on writing some more posts like this in the next few weeks, so keep an eye on the blog.

      Beyond that, I recommend this custom Google search (click the linked text!). This search allows you to browse conditional acceptance policies at many different US universities. You can actually modify that custom search for your personal needs by adding your score number to the Google query. This results in links to schools that offer conditional acceptance specifically for a score of 61 or higher.

Some undergraduate programs will allow you to enter with a minimum of 60 but for graduate level studies, you are typically required to have a higher score than that.       It sounds like you are going to have to adhere to the conditions of the college. Some universities require a minimum score and don’t have any concessions or conditions, so if you cannot get the TOEFL score up to 79, you will have to keep this in mind.

      This is hard to say, as all of the universities you listed have different– and sometimes complicated— TOEFL score requirements. And the requirements can vary between grad and undergrad programs, and be different for different graduate degree tracks. Also, a number of these universities look at subscores. Kansas State for example prefers students who have a subscore of 21 or higher in each of the four TOEFL sections. (It’s possible to get an 84 overall and still not meet this requirement.)

      But to make a long story short, if you have a GPA of 4 on an American-style scale of 1 to 4 and your TOEFL is 84, you have a pretty good shot at a lot of schools, including the ones you listed. To get accurate advice on just how likely you are to be admitted, you really want to directly contact your target schools. They have all the most current information on score requirements, how flexible they are on score requirements, and whether or not they weigh other aspects of an application, such as GPA.

      We are not admissions experts (we are test prep experts!) and as such, we don’t have a ton of advice for you regarding this issue. However, I will say that I typically see 80 as a cutoff for most programs and more competitive ones may expect closer to 90+.

      I wish I had some universities to suggest, but I am not an expert in MIS programs and I am also not qualified to help you find them. I would suggest finding a new way to study for the TOEFL to get yourself a higher score and also finding an admissions professional to help guide the next steps of your journey. A 78 is a good base to build on! 🙂

      That’s a low TOEFL score by most university standards. But you could probably get conditional acceptance at most universities and university-based English programs.

      To my knowledge, ASU and UFL only look at your whole-test score. Both universities require a minimum TOEFL iBT score of 80, so you should be OK. Always carefully check the TOEFL requirements of any university you apply to, of course. Some universities do care about scores on individual sections of the TOEFL.

      If you’re one point below a school’s cutoff, some schools may still be willing to accept you. Other schools are a lot more strict. I recommend contacting the University of Texas directly to see if you can still be accepted with a 17 in TOEFL Reading.

      78 is just a little short of UMBC’s undergrad requirement. UMBC wants a TOEFL of 80 or higher. If you have an especially strong GPA and other aspects of your application are quite good, some universities will accept you even if your TOEFL score is a little lower than the minimum. I don’t know if UMBC is flexible in this way, though. My advice is to contact their admissions office and see if you can still be accepted, in spite of being two points short on your TOEFL iBT score.

      To my knowledge, the TOEFL is accepted at every university in Oklahoma. (And every university in the USA.) I believe the University of Oklahoma System offers conditional acceptance to students with lower TOEFL scores on all of their campuses, through their ESL Program in Norman, Oklahoma. And if I recall, some individual private universities campuses, such as Oklahoma City University, also offer conditional acceptance and ESL courses.

    Hi! I am a high school senior in South Korea planning to apply to colleges in the US. My TOEFL score is 73, however, I believe that I would be able to increase this score.
    I’m trying to apply to a liberal arts college which requires a higher score than mine right now, and I want to apply as early for a better chance in financial aid. The problem is that my time is too short for a retake.
    Is it possible to apply with my low TOEFL score and later update my new one after the deadline? Or is there any other way that I could apply as early and not take the English program when I reached its minimum?

Different universities have different policies on this, so if you can work out an arrangement directly with the university, that would be best!       Unfortunately, we are not admissions experts, and so you would be much better off asking an admissions counselor or the admissions department at the university. Your profile is not bad, but the entire application package matters a lot, so we are not the best people to guide you here. If you are in a position to be able to retake your exams and raise the scores, that always helps make your application more competitive! If that is not a possibility, you’ll need to emphasize your other strengths and write good essays. Good luck! 🙂

      It is possible you could be accepted, but typically with conditional acceptance as mentioned in this post. You would have to complete other requirements instead. If possible, I would suggest preparing to get those 2 extra points on a retake! If that’s not an option, ask your desired universities what you might have to do instead to gain acceptance with an 88.       From what I know of those two universities, if you have a TOEFL score of 72, you can be conditionally accepted. However, you’ll need to spend at least one semester And possibly longer) taking ESL classes only, either through USF’s English Language Program or UCF’s English Institute. Make sure you contact the university’s directly though. The university itself will be able to give you the most accurate information about whether you can be conditionally accepted and what those conditions are.

      This will probably not cause problems for you at most top schools. A few schools have individual section-score requirements for the TOEFL, but the majority of schools just look at your whole test score. Make sure you double check the rules for each school you apply to, of course. And if you’re going to grad school, you should also check to see if the individual grad program your’e allying to has stricter rules than the school as a whole. But again, you’ll probably be OK for admission in most cases. 🙂

    Hi, I have cleared the minimum cut-off for the schools i want to apply to for toefl with a score of 90 R-20, L-24,S-22,W-24. I guess the minimum for all the schools (around 7-8) that i want to apply to have a cutoff of between either 78-90. I also meet the minimum section cutoffs
    However, the rest of my application is pretty good.
    Therefore, Please can you tell me if my above par toefl scores could affect my chances of admission amongst other students applying for the same program or is it just a ‘clear the cutoff type exam’?? . Please let me know,

      That’s a great question, Ashwin. To make a long story short, having above-cutoff TOEFL scores usually increases your chances of getting admitted. If universities have more qualified applicants than they can actually admit, they usually do look at test scores.

      Exactly how important are your excellent TOEFL scores? That will vary from school to school. But I can tell you that it’s very rare for schools to treat the TOEFL as just a “minimum cutoff” exam, unless the university in questions isn’t very competitive.

Then, you can go to individual school websites and see what their GRE and TOEFL average scores are 🙂

    Hi,

    I recently took the Toefl test, I got a score of 92.
    Speaking : 23
    Writing : 24
    Listening :27
    Reading :18

    I messes up reading section, because the guy right behind me at tge test centre had speaking going on while I had reading section going on for me. He was kinda loud and I wasnt able to focus, missed 6-7 questions.
    Now my concern here is I am actually targetting for admission to PG-DIP courses in some colleges in Canada. I was going through the websites of these colleges and their minimum ELP requirement. Well with the score i have mentioned above I am meeting the individual score requirement in sections other than reading. Would colleges make an exception ans still make an offer ? I have good and relevant experience in the field of interest.

    I am targetting George Brown, Durham, Seneca, and Humber.
    Would anybody know if these colleges makes an exception on your score ?

      First of all, I’m sorry to hear about your unfortunate testing situation. An unexpected variable! Now, with regard to the score requirements, I think it is best for you to follow the score requirements laid out by the programs/institutions. What you can do is contact your programs to see if they do overlook this requirement or have any exceptions. Typically, you’ll find it best to satisfy these requirements, so that it’s not the cause of some miscommunication or other unfortunate situation. Still, it doesn’t hurt to inquire, because it’s not impossible that the program may have an exception! Good luck! 🙂

      In terms of TOEFL scores, typically schools have a certain cut-off. If your score is not above that cut-off, then the schools usually will not look closely at the rest of your application.

      With that in mind, I’d recommend directly contacting the schools/programs you’re interested in to see if they can offer any insight, or check out the programs’ websites to see if they have any info regarding their GRE and/or TOEFL requirements 🙂

      At a 52, it is unlikely you will have an easy time gaining admission, especially for an MBA. I highly recommend tackling a TOEFL retake! 🙂

      You can apply to any university you qualify for! So if they only want a 61, you’re in amazing shape! If they want a 79, you may be able to enter conditionally, but that will vary case-by-case. Good luck! 🙂

      I recommend that you contact the universities and see what their policies are. Some schools are flexible in their minimum score requirements, and some aren’t. Our expertise is in test prep, not admissions advice, so it’s difficult to say with certainty what these universities will say. Contact their admissions departments and see what they say 🙂

      If the department requires a 79, the only admission I can see you getting would be conditional. You can ask admissions directly via email whether this will be enough or not. They can often tell you clearly. Good luck! 🙂

      Your TOEFL score of 62 can get you into many conditional acceptance programs. However, you’d probably need to raise your GRE score before you could take regular graduate school classes. Score policy varies a lot at different programs though. So be sure to check with individual grad schools and ask them if your scores can get you in.

    Do I still need to take additional English courses at University of Nebraska at Lincoln (UNL) when I achieved minimum toefl score? I got 75 marks for toefl (W=20) and I know that the requirement score is 71 with 20 in Writing section.

      Thanks for writing 😀 Since each school/program follows their own policy, you will want to contact UNL directly to see what their policy is 🙂 On one hand, you have met their score requirements. On the other, taking an additional English course may be useful, especially to improve your writing skills, as you work in an all-English environment. Again, I’d definitely contact the program you’d be attending to find out what their requirements for you will be as a student.

That said, when considering programs, you’ll want to compare your TOEFL scores to the minimum scores required by the program. If your scores are higher than the minimum, that’s great! If not, you’ll want to contact the program directly to see if the program considers candidates with scores that don’t quite reach that minimum.

      From there, you’ll also need to think about your GRE scores and the other parts of your application. Here are a few blog posts to help you evaluate your GRE scores:
